  1. Strengthening Skills Training and Career Pathways Across the Transportation Industry: Data Report on Future Transportation Workforce Needs (2015)
    The report, by the  U.S. Departments of Transportation, Education, and Labor, details important future employment areas in transportation by industry sub-sectors, occupations, career areas, and geographic areas. It identifies good-paying, high-demand transportation jobs and analyzes patterns in the education and work experience required for entry –as well as on-the-job training requirements to help new entrants gain greater competency. The report concludes that there will be more job opportunities in the near future due to expected growth, retirements, and turnover in the transportation industry.

  2. NCHRP Report 813 A Guide to Agency-Wide Knowledge Management for State Departments of Transportation (2015)
    TRB's NCHRP 20-98, Report 813: A Guide to Agency-Wide Knowledge Management for State Departments of Transportation presents guidance for state transportation agencies on how to adopt knowledge management (KM) strategies and how organizations have implemented such strategies. The goal of this research was to develop a guide to the fundamentals of agency-wide knowledge management for state departments of transportation (DOTs). The guide seeks to inform state DOT leadership and staff on the benefits of KM and how to apply KM in their agencies.

  4. NCHRP 20-24(100) State DOT CEO Leadership Forum: A Focus on Transportation Futures (2014)
    This report of the workshop that followed the 2014 ITS World Congress in Detroit was intended for AASHTO’s use in strategic planning and technology strategy development. It was part of NCHRP 20-24(100), which aimed to provide logistical and intellectual support for a group of senior officials from state transportation agencies to attend the 2014 ITS World Congress in Detroit, Michigan, and assess the significance of ITS and other new technologies and practices for their agencies. The workshop provided a forum for participants to discuss impressions and actionable lessons from their Congress experience.

  5. FHWA’s Workforce Planning Processes Generally Align with Best Practices, But Some Components Are Inconsistently Implemented or Lack MAP-21 Consideration (2014)
    This report reviews FHWA’s processes for assessing its workforce needs. It determined whether (1) FHWA’s workforce planning processes generally align with best practices and (2) FHWA has evaluated the workforce impacts of MAP21. As part of this audit, the research team selected a stratified random sample of 15 out of 75 FHWA offices (20 percent) in 10 States and Washington, D.C.

  6. Oregon Department of Transportation: Better Workforce Planning Needed to Maintain Staff Expertise for Quality Construction (2014)
    This report is an audit of ODOT’s workforce planning, to determine if it ensures that staff possess adequate skills and expertise in critical function areas within Highways’ construction program.  The audit cites two examples of critical function areas within the construction program: design and inspections. The audit also compared ODOT’s workforce and succession planning strategies to accepted best practices, and identified areas where ODOT’s approach could be improved.

  7. NCHRP Project 20-68A, Scan 12-04 Advances in Transportation Agency Knowledge Management (2014)
    This report summarizes the findings from a scan workshop of Knowledge Management (KM) within transportation agencies and other organizations. The scan sought to identify and document successful KM practices and identify additional needs to advance KM in transportation agencies. A scan team consisting of state Departments of Transportation (DOTs) and USDOT administration staff guided the scan and develop findings, recommendations, and implementation actions.

    The textbook provides explores various social media platforms and tools, with examples of how transportation organizations use each platform. Using a series of interviews, it illustrates what innovative agencies are doing to leverage social media tools to provide better service. It reveals lessons learned from various transportation agencies, including a regional airport, city and state departments of transportation, and municipal transit agencies.

  10. TCRP Report 162 Building a Sustainable Workforce in the Public Transportation Industry – A Systems Approach (2010)
    As part of TRB NCHRP project F-16A, TCRP Report 162: Building a Sustainable Workforce in the Public Transportation Industry—A Systems Approach provides a guidebook that addresses contemporary issues in workforce development, retention, and attraction, and public transportation image management. The guidebook provides practical tools to transit agencies on a variety of workforce issues. The results of this research may be used by human resource professionals and transportation policy makers in implementing more effective human resource business-planning processes.

    The abstract of this white paper notes that it, "explores the remarkable transformation of the modern DOT from its roots as a public works road department to the multimodal engine of today by examining the mission statements of all 50 states and the organizational structure of 30 states.   12. NCHRP Report 693 Attracting, Recruiting, and Retaining Skilled Staff for Transportation System Operations and Management (2012)
    TRB’s NCHRP Project 20-86, Report 693: Attracting, Recruiting, and Retaining Skilled Staff for Transportation System Operations and Management, provides guidance to aid transportation agencies recruit and retain qualified professional staff in the systems operation and management (SOM) area. The report explores SOM career paths, skill requirements, and training needs and identifies successful programs, state-of-the-art initiatives, and best industry practices. A set of tables showing SOM job categories, number of positions, and educational requirements for all 50 states was published as a additional to this report.

  13. Outsourcing and Its Impact on Knowledge Management: Case Study of Kentucky Transportation Cabinet (2012)
    The report details an assessment of how outsourcing is affecting the Kentucky Transportation Cabinet and what trends may be emerging regarding future outsourcing. The secondary goal of the assessment is to determine if the Cabinet has any mechanisms designed to capture critical agency knowledge that may be lost when specific job functions are outsourced to the private sector. Some recommendations are offered, regarding the implementation of knowledge management systems.

  14. Institutional Architectures to Improve Systems Operations and Management (2012)
    The objective of this TRB research project, SHRP 2 L06, was  a comprehensive and systematic examination of the best agency organization for successful execution of operations programs that improve travel time reliability. The research addressed a large number of topics concerning organizational and institutional approaches that could enhance highway operations and travel time reliability. A notable finding was that Capability Maturity Model could be developed and applied to highway operations and in turn travel time reliability.

    TRB’s NCHRP Project 20-81, Report 685: Strategies to Attract and Retain a Capable Transportation Workforce, includes practices that transportation Human Resources (HR) managers and hiring professionals can implement and use to help improve the recruitment and retention of qualified employees in their organizations. The report provides information on workforce challenges, industry strategies, and detailed descriptions of noteworthy practices within each of 15 recruitment and retention categories.
