It is used in different ways depending on the situation, the term typically refers to the unique set of intangibles that an organization collectively possesses and uses to deliver value. This guidebook defines capabilities in the context of transportation agencies, and uses agency capabilities to mean how an organization brings together its people and other resources to deliver value to its customers and stakeholders, and how it responds to changes in its business environment.
