Change forces present new challenges to an agency that it may not have faced before. Existing agency skills and capabilities may not be adequate to respond. The agency needs to consider its options to address expected change forces, as they can offer a chance to initiate needed adjustments to organization strategies, processes or structures. Such wholesale changes can be difficult for an organization and its employees under the best of circumstances, but are made even harder when an agency is struggling to catch up with forces beyond its control.
