DOTs need to increase their agility and resilience in order to adapt to changes in funding and regulatory requirements. Greater agility would allow agencies to quickly and effectively scale its people and other resources in response to changes in funding. DOTs would be better able to respond to change forces if they had greater ability to shift employees to fit changing needs through more flexible job descriptions.

Agility is also needed to take advantage of new technologies. There are so many opportunities to implement new technologies, but a lack of agile processes prevents DOTs from being able to quickly adapt, implement and employ improved technology.

Other areas that require agility and resilience include expanding the DOTs ability to respond quickly and effectively to extreme weather events, and the ability to harmonize records and information management practice to develop a “single source of truth.”
