As the DOT moves away from the large capital construction and expansion projects of the past toward a systems operations and maintenance focus, it needs to build new skills among their staff. It may need to shift organization responsibilities to elevate the focus on operations and maintenance. It also needs to strengthen its ability to forge partnerships with other state agencies, other transportation agencies, advocacy groups or agencies that work with other modes, and the private sector.
