DOTs need to increase their agility and resilience in order to adapt to changes in funding and regulatory requirements. Agility would allow agencies to scale people and other resources given particular funding constraints. The ability to shift employees to fit needs through flexible job descriptions would help agencies respond to the change forces at work.

Agility and resilience is also needed to take advantage of new technologies. There are so many opportunities to implement new technologies, but a lack of agile processes prevents DOTs from being able to respond quickly to changes in technology. Other areas that require agility and resilience include responding to extreme weather events and harmonizing records and information management practices.
